

The White Paper states that local government must play a "developmental role". All laws and procedures are written in terms of this policy. The vision and policies for how local government should work is set out in the government White Paper. New municipal boundaries were drawn that included every part of the country and broke the old apartheid divisions. The local government election held on 5 December 2000 were the first fully democratic local elections in South Africa.
